467. The postage stamp with a coupon is being issued to mark the 50th anniversary of the Universal Declaration of Human Rights. The Declaration was adopted by UN General Assembly in 1948. It proclaims civil, political, social-economic rights of each individual. The stamp shows the jubilee emblem of UN dedicated to the 50th anniversary of the Universal Declaration of Human Rights and the text: “All human beings are born free and equal in dignity and rights”. The drawing on the coupon devoted to the Year of Human Rights in the Russian Federation. It bears the text of the Federal Law about Ratification of the Convention of Human Rights Defence and the State flag of the Russian Federation as well.

457-460. The set of four postage stamps “Orders of Russia” continues the theme of History of Russian State. This postage issue is dedicated to the first Russian orders - honorable state orders for military and other distinctions and contributions. The stamps depict orders introduced in XVII-XVIII centuries.

452. The postage stamp is being issued to mark the 275th anniversary of Ekaterinburg – the centre of Sverdlovskaya oblast of the Russian Federation. Ekaterinburg was founded in 1723 and it had been called Sverdlovsk since 1924 to 1991. At present Ekaterinburg is one of the largest industrial, scientific and cultural centres of the Russian Federation.

446. A stamp with a coupon has been devoted to Nicholas II (Alexandrovich) (1868-1918), the last Russian emperor (since 1894), continuing the subject of the history of the Russian state. The rule of Nicholas II coincided with Russia’s rapid socio-economic development.

444. 300th anniversary of Taganrog.
443. 350th anniversary of Uljanovsk.The postage stamp is being issued to mark the 350th anniversary of Uljanovsk, one of the largest industrial and cultural centers situated on the Russian river Volga. Uljanovsk was founded in 1648 as a fortress called Sinbirsk. Since 1780 till 1924 it was called Simbirsk. In 1924 Simbirsk was renamed Uljanovsk in honour of V.I.Lenin (Uljanov). The drawing of the stamp depicts the composition of the most interesting architectual buildings of the city. The building of the museum of local lore, history and economy (1916) in the background of high-rise hotel “Venets” is in the centre of the stamp. In the left of the drawing is the monument to the heroes of the Great Partiotic War of 1941-1945 (1975). In the right part is “Goncharovskaya summer-house”. It was erected in 1912 to mark the centennial of the writer I.A.Goncharov who was born in Simbirsk. In the foreground is the coat of arms of Simbirsk introduced in 1780. The imprint of the band with the words: ”350th anniversary of Uljanovsk” is supplemented the composition of the stamp.
